Central Valley Circular’s mission is to establish a state-of-the-art recycled paper production facility in Central California. This facility will process mixed paper, OCC (Old Corrugated Containers), and DLK (Double Lined Kraft) fiber. The end products will be corrugating liner board and corrugating medium, intended for use in the region’s corrugated packaging facilities.
We will strengthen the local economy by creating 200 full-time, family-wage green jobs.

Central Valley Circular Mills’ mission is to establish a state-of-the-art recycled paper production facility in Central California. Central Valley Circular will help heal the environment by reducing landfill waste and logistics-based carbon pollution while conserving natural resources with a closed loop fiber recovery system.
Our approach keeps resources in use, diverts waste away from land fill and incinerators, and reduces dependency on virgin materials.
In 2024, California enacted Senate Bill 54 (Allen) offering forward-looking policies and regulations focused on single-use packaging with an emphasis on corporate responsibility and governance to build customer awareness and change behaviors.
The goals of the program are to:
• Cut production of single-use plastic packaging by 25%.
• Achieve 65% recycle rate of single-use packaging.
• Ensure 100% of single-use packaging can be recycled or composted.
Goods producers and manufacturers are committed to investing $5 billion over 10 years. This investment aims to reduce waste, expand operations, and enhance technologies that recycle consumer plastic packaging. This approach will create an effective circular economy.
